Joy Hicks

Bio

Joy Hicks serves as Senior Director for Governmental Affairs and Policy for the NC Department of Environmental Quality. In this role, she serves as liaison with the NC General Assembly and also oversees congressional relations and policy matters affecting federal, state and local governments. She previously served for two years as the director of government affairs and legislative director at the NC Department of Transportation and nine years as legislative liaison at the NC Department of Agriculture and Consumer Services. Hicks has also served as a fiscal analyst for the NC General Assembly and Arizona House of Representatives. Hicks earned her undergraduate degree in agricultural business management and a master’s in economics from NC State University.
